In this transcript of Dr. Rÿser’s remarks made before the US Department of the Interior’s Secretarial Commission on Indian Trust Administration and Reform, held in Seattle, Washington, on Feb 13, 2003, Dr. Rÿser examines historical and contemporary trust relationships between states and indigenous nations. He outlines the origins and evolution of these arrangements, emphasizing the imbalance of power and the often exploitative nature of such relationships.
